Chancellor Sunak has announced a cut to duty on draught beer and cider. It will be a radical reform to alcohol duty - the biggest in a century. Alcohol duty is old. It was started  in the seventeenth century to pay for the English Civil War. Five percent from alcohol duty will take three pence from a pint of draught beer. Five percent from the price of a pint would be better! There is a problem for Cornish brewers and pubs - the beer and cider must be drawn from containers bigger than forty litres. That's big.
